WSS 3.0 is free and can be downloaded and installed on any server which runs Windows Server 2003 or Windows Server 2008. It has the basic features like Site, Lists, Document Libraries, Wikis, Blogs etc. WSS 3.0 can be used for learning and for small business setups.

SharePoint Server 2007 (or) MOSS 2007 is a licensed version and has a set of add-on features. If can installed on any server which runs Windows Server 2003 or Windows Server 2008.

MOSS 2007 has all the features of WSS 3.0, in addition it has enhanced features which would be required for Medium to Large businesses.
